[摘   要]农业保险能够有效的分散和化解农业生产经营中的风险,其风险保障与经济补偿功能天然契合贫困地区农业生产者的需求。为应对我国农村地区的贫困问题,应充分利用农业保险这一风险管理工具。为了检验政策性农业保险的扶贫效果,本文结合我国现行的贫困标准,以农村居民人均收入为主要因素构建FGT贫困指数,利用2010-2016年全国各省的面板数据进行门限模型分析。结果显示,农业保险和农险财政补贴扶贫效果均存在门限特征,说明农业保险扶贫效果受制于经济发展水平。基于此,建议根据不同地区的经济水平采取差异化财政补贴政策,集中更多的财政资金支持以农业产业为支柱、经济发展落后、地方财力不足的贫困地区。

An Analysis of Poverty Alleviation Effectiveness of Policy-Oriented Agricultural Insurance in China

Abstract:Agricultural insurance can effectively disperse and dissolve the risks in agricultural production and operation,and improve the producing and living conditions of poor farmers.Its risk protection and economic compensation functions naturally match the needs of agricultural producers in poverty-stricken areas.In order to cope with poverty in rural areas of China,we should make full use of agricultural insurance as a risk management tool.This article will took our current poverty standard into consideration,took the rural residents’ per capita income as the main factor to construct FGT Poverty index,and used province-level panel data from 2010-2016 to conduct threshold model analysis.The result showed that both agricultural insurance premiums and agricultural insurance subsidies had threshold characteristics,which indicated that the poverty alleviation effect was constrained by the level of economic development.Based on this,it was suggested to adopt the differential subsidy policy according to the economic level of different regions,and to concentrate more financial resources on supporting rural regions in which agricultural industry was the pillar,the economic development was backward,and the local financial resources were insufficient.
