［摘   要］高质量发展是新时期国家对农业保险提出的新要求。《关于加快农业保险高质量发展的指导意见》对我国农业保险进行了全面的安排部署,明确了农业保险的基本原则、具体目标和发展方向,针对农业保险发展面临的困难与问题提出了一系列支持政策和实施举措。本文从《指导意见》出发,探讨了农业保险高质量发展的内涵,并以农业保险实务从业者的视角,分析了农业保险实现高质量发展的推进路径,即加快构建完善多层次的农业保险体系,推进“保险+科技+服务”模式创新,为脱贫攻坚提供保险解决方案,筑牢农业保险的长效发展基础,全面提升服务和保障乡村振兴和脱贫攻坚战略的能力。

The Connotation of High Quality Development for Agricultural Insurance in China and the Execution Path

Abstract：High quality development is the central government′s new requirement on agricultural insurance in the new era. The Document of “Guidelines on Accelerating High Quality Development of Agricultural Insurance” has laid down the overall blueprint for China′s agricultural insurance industry,and clarified the basic principles,objectives and directions for the development of agricultural insurance. It also offers a series of supportive polices and measures regarding current difficulties and problems faced by the industry. On the basis of the Guideline,the paper elaborated on the connotation of high quality development for agricultural insurance,and from the perspective of actual agricultural insurance practitioners,it analyzed the path for promoting high quality development. The answer lies with the construction of a complete and multi-level agricultural insurance system,promoting “insurance + technology + service” business model innovation,offering solutions for poverty alleviation,consolidating the long-term development foundation,and comprehensively enhancing the industry′s service quality and capability for rural rejuvenation and poverty alleviation.
